ABB of Commons meeting considered as “missed opportunity”
Published: 2016-11-23

UK Minister for Culture, Media & Sports Tracey Crouch has expressed her surprise at the Association of British Bookmakers boycott of last week’s “Commons All Party Group on Fixed-odds Betting Terminals (FOBTs)”.

The meeting was staged to discuss the current UK regulatory provisions for FOBTS, with further plans to restrict TV advertising for gambling and sports betting services and products. The review succeeds the fixed odds machines were judge as gambling’s “crack cocaine”. Activists have asked for longtime about the maximum stakes, suggesting that on these machines the bets must be reduced from £100 to £2.

Crouch claims the industry body has “missed an opportunity” to express its concerns in regard to changes in UK gambling legislation. UK Gambling Commission Chief Executive, Sarah Harrison and Labour MP Carolyn Harris, who preside the committee, also supported her concerns. Crouch explains the purpose of the review is to look closely “at the issue of sub-category B2 gaming machines and specific concerns about the harm they cause be that to the players themselves or the local communities in which they are located”.

The ABB responded saying: “We see no value in providing evidence to a group when the outcome of its inquiry has been pre-determined and it operates as little more than a kangaroo court. “The All Party Group is a club of anti-betting shop MPs, funded by amusement arcades and casinos with commercial interest in attacking betting shops.”

Bookmakers accepted and even welcomed the review of the machines. Nonetheless, Malcolm George of the ABB says: “It’s very easy for the anti-gambling lobby to make strong false claims about the industry.” It seems that the ABB failed in the attendance to the meeting, due to the assumption that the governments review into FOBTs and industry advertising and marketing standards will reach no new conclusions.

Estonia on high alert, unbridled bets among young people.

ABB of Commons meeting considered as “missed opportunity”

In Estonia, purchasing lottery tickets, placing sports bets, or playing casino games is permitted from the age of 21. Nevertheless, according to a study commissioned by the Gambling Addiction Counseling Center and conducted by Kantar Emor, 59 percent of respondents aged 15-20 have had contact with gambling. Furthermore, 47 percent of 15-19-year-olds who had gambled in the past two years were also in the at-risk group, indicating that gambling had caused them some problems or that they were pathological gamblers.

According to Silver Sternfeldt, the CEO of the Gambling Addiction Counseling Center (HNK), over one hundred thousand people are in the “at-risk” group, Estonia ranks first among European countries with gambling problems. Sternfeldt attributes this to societal attitudes toward gambling.

As a society, we have not yet reached a point where we know how to gamble responsibly or demand responsible gambling operations.

The Ineffectiveness of Bans

Gambling providers are thriving, interest in gambling is high, and new online casinos are constantly entering the market. For example, last year, the difference between the stakes-placed and the winnings paid out in online gambling alone was €350 million. The state collected €48 million in gambling taxes over the year.

No operator is interested in having a gambling addict. This option exists and is used very actively; all operators impose internal restrictions within their organizations to prevent compulsive gamblers from playing.

Victoria makes changes to online gambling account rules

The inquiry represents the latest step in Victoria’s ongoing efforts to improve regulations for gambling.

In April, the VGCCC confirmed changes to rules for online gambling accounts in the state. This includes how players view their spending and losses. These changes focus on how certain information is displayed to players within their online gambling accounts. This includes information on spending, with net loss now excluding free and bonus bets.

Meanwhile, net wins are now more accurate, with players’ monthly statements subtracting all stakes from their total payout amount. Licensees are also required to use plain English, avoid unnecessary jargon and limit the use of colours to black and red to clearly show losses. In addition, gambling harm messaging should feature on each monthly statement.
