Colombian Lotteries take a step forward on emerging technologies
Publicado: 2019-03-07

The lotteries have not let the new technologies on gambling industry, such as sports betting, take away their space within the sector, and the 15 lotteries nationwide continue to demonstrate their commitment to stay within the pillars more than the economic contribution from the country.

Currently, this territorial game has the second highest sales record within its category where it competes with the chance, the Baloto - Revancha, SUPER star and sports betting. Standing below the permanent bets (chance) and follow SUPER star, Baloto - Revenge and sports betting.

Contrary to what many would think, since this is such a traditional game in a technological avant-garde era, its behavior during the last 7 years has been exponential even in double digits, since it has shown an accumulated growth counting from 2011 to 2018 of a 35.29%, closing 2018 with a total sales of $ 589,000 million Colombian pesos, is a wax of 49 billion pesos more compared to the $ 540 billion COP sold in 2016.

"Not to be left behind in this competition of the hand of Coljuegos, have made changes in its structure"

As previously mentioned, the effort for this achievement has been jointly by the 15 lotteries and the regulatory entity along with its CNJSA, a Coljuegos section, of which 9 managed to present growths above the inflation rate in the country. However, the one that grew the most was the Lotería del Tolima.

"Thanks to the work we have been doing we managed to be in the first place in the lotteries of the country with the best sales variation in 2018, all the lotteries grew according to inflation, but we grew by 10.5%, which means that the work done in the second half of the previous year was very productive, "said the manager of the L. del Tolima, José Adrián Monrroy

In addition, within the framework of the National Assembly of the Federation of Lotteries of Colombia (FEDELCO) that was held in the past days, the board of directors of this federation was also chosen where the managers of the lotteries of Bogotá, Medellín and Santander will be together. with José Adrián Monrroy.

The joint work of the lotteries with the authorities through decree 176 of 2017 has also allowed them to implement 3 measures to encourage sales and transfers to health to all the Lotteries nationwide, which are

- Reformulation of the technical reserve: They seek to guarantee the payment of prizes and are created with the difference between 40% of gross sales and the value of the prizes held by the public of each auctioneer.

- Internal redistribution of the prize plan: Here they must be divided between the ordinary and extraordinary draws, for the value of the ordinary prize plan it must be 40% in advance of the value of the issue. For extraordinary draws, may not be less than 1.5 times the value of prizes of ordinary draws. And the value of the jackpot, although it may exceed the value deposited in the fund of the technical reserves, may not be greater than 50% of the value of the ordinary and extraordinary prize plan combined.

- Incentives with collection: Lotteries are allowed to offer the public incentives in kind with collection to boost sales, but this cannot be marketed as an independent product, and can only be obtained public if the purchase of the game ticket is made, to from this will be financed the expenses and costs of the operation of the same with their respective prizes. In addition, they are completely separate from the prize plan.

This is a continuous work, where the regulatory entity has given the lotteries tools so they can extend their way of reaching customers, in addition to making more attractive the purchase of their games through individual prize systems.

Also, the intention to continue articulating efforts to build between both sides of the coin a technical support in favor of the growth of lotteries, through the search for strategies to strengthen their reward plans and make them increasingly competitive.

"We are convinced that lotteries represent an axis of development in the territory for their contribution not only to the generation of direct and indirect jobs but also to the regional identity and health financing of each of the departments of Colombia." Juan B. Pérez

Colombian Lotteries take a step forward on emerging technologies

Carlos Baeza Guíñez, founder of Carlos Baeza & Cía. Lawyers and representatives of online betting companies stressed the need to modernize the regulatory body of the gaming industry in Chile.

Their proposal is to replace the current Superintendency of Gaming Casinos (SCJ), a single-person body with a political appointment, with a collegiate, independent and technical body, similar to the regulators of other countries such as the United Kingdom, the Netherlands, France and Nevada in the United States. Joined.

This structure, recommended by the OECD, already exists in Chile in other industries, such as the Financial Market Commission.

Baeza highlighted the importance of a modern and efficient regulatory entity. At a global level, superintendencies have evolved into autonomous and independent regulatory agencies, without the political burden that characterizes the current model in Chile.

In addition, he maintained, the Organization for Economic Cooperation and Development (OECD) has made recommendations to modernize this structure and its governance.

On the other hand, he criticized the underestimation of tax collection by the Ministry of Finance. According to him, the revenue potential of the online gaming industry in Chile exceeds the 50 million dollars calculated by the Government, considering that there are more than 2,000 platforms in the country. Baeza leads efforts to achieve a fairer and more efficient regulatory framework for the online gaming industry in Chile. In 2023, he filed complaints against the SCJ and the Undersecretary of Telecommunications (Subtel) for exceeding their powers.
